NOTES: This is a very poorly worded question or someone is trying to be very tricky.
Answers are obviously B or E (ABR orginates it and it’s for route to ASBR). However, is this flooded throughout AS OR throughout the area?
Problem is that it is flooded through the AS (Answer E), except for stub areas, which technically makes this choice wrong.
The other choice B is not fully correct either as it says throughout THE area, making it one area (usually Backbone), but LSA 4 is flooded throughout all regular areas (except for special/stub areas).
IF PRESSED, I’m choosing A, but not sure what the correct one is.

Increasing the metric to the successor can possible allow for some alternative routes to (now) pass the feasibility condition and be marked as feasible successors (so in case of failure no querying will be needed)

if a router sends a Query and that Query causes at least one of its directly connected neighbors to also become Active, the router will now become dependent not only on its Active neighbor but also on that neighbor’s own neighbors.

When a Query is first sent out by a router, a timer called the Active timer for the route is
started. The default value of the Active timers is 3 minutes and it can be set to any value
between 1 and 65535 minutes or set to infinity using the timers active-time command in
the router eigrp context. If all expected Replies are not received before the Active timer
expires, the route in question will be designated as Stuck-In-Active (SIA).

I understand the Active timer, however cannnot see any benefit in increasing it. It will only make the route stay in active for a longer period and at the end it will still go into SIA state.
Option A, “Manually increse the EIGRP metrics on interfaces connected to successors”, can, in some cases at least, allow for a feasible successor for a route to be engineered for a route that had no feasible successor. If a route has a feasible successor no querying is done >> no risk of SIA.

@furcceye: I strongly think the answer is B, because type 4 are flooded towards specific areas only in a uni-directional way and surely are not propagated back to area 0.
@tasneem: It should BD, because VTI are not supported as they provide a routable interface for terminating IPSec tunnels
